Whether if you pre-order this game or not, Goku Black will be a playable character. Bandai Namco removed the pre-order exclusivity of Goku Black in Dragon Ball Xenoverse 2. Fact is, Super Saiyan Rose will not be available in the game, but hopefully this transformation will later be released on DLC. It seems that Goku Black’s base form will only be available for now due to miscommunication between Bandai Namco and Toei Animation.
